“flying under the radar” is modern terminology for something that is “underground.”
In the linguistic process “underground” has morphed from - hidden from view, below the surface of normality and acceptability (literally covered with dirt) to -a zone of safety in the air (above the earthlings) undetectable by an enemy’s technology.
